April 20, 2021 – The MIMAROPA Local Governance Resource Center (LGRC) in its aim to foster a collaborative and knowledge-centric organization, conducted the Orientation on LGA Platforms: LGAMES and OCDMS on April 19, 2021.

 

The activity aimed to orient the DILG MIMAROPA personnel, particularly its LGRC core team members, C/PLGRC coordinators, platform Provincial Focal Persons and capdev providers, on the objectives and utilization of the LGA Monitoring and Evaluation System (LGAMES) and Online CapDev Market System (OCDMS).

The Local Government Academy (LGA), represented by LGOO IV Christopher S. Llarenas from the Planning, Monitoring, and Evaluation Section and ISA III Dennis C. Munchua from the Information Technology Section, served as the main resource speakers who discussed and demonstrated the topics.

LGOO IV Llarenas shared that the LGAMES was established to provide a systematic way of gathering and storing documents that are a major source of information and knowledge to be able to translate the data coming from the program implementation to valuable information. The participants raised concerns regarding the user account access, filtering features, and ease of access of the platform. LGA shared that the ongoing LGAMES enhancement targeted to be done by Q4 2021 would address these issues.

ISA III Munchua shared that the OCDMS, a one stop website showcasing the demand and supply side of capacity development in the local government sector was created to address the LGUs’ capdev needs with the current program offerings of service providers which include NGOs, CSOs, and LRIs. Since the platform heavily relied on LGUs encoding their CapDev Agenda, Local Government Capability Development Division (LGCDD) Chief Tess Iglesia raised an important concern that not all LGUs have formulated their CapDev Agenda. Further challenge was the pending changes on the CapDev Agenda Formulation Toolkit.

Furthermore, the DILG MIMAROPA personnel would also be oriented on LGA’s third platform, the Local Governance Innovative Solutions Bank (LGISB) which aims to facilitate the collection, dissemination, creation and replication of LGU best practices.

LGRC Manager and Assistant Regional Director Rey S. Maranan, CESO V, wrapped up the activity by sharing  that with the learnings acquired from this training, everyone can become an instrument of furthering our LGRRC’s mission to be a functional resource center with the highest degree of standards of knowledge management showcasing the region’s resources, innovations, unique geography, and culture towards excellence in local governance and people empowerment through the use of these LGA Platforms.##
