March 15, 2021 – In a simple ceremony, DILG MIMAROPA ARD Rey S. Maranan, CESO V, represented RD Wilhelm M. Suyko, CESO IV, in receiving the Certificates of Recognition awarded to DILG MIMAROPA Region by the Civil Service Commission Region IV for achieving Maturity Level 2 in the Performance Management System and the Rewards and Recognition System.

The latest awards completed the set of the four pillars of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) (Maturity Level 2). 

Director Allan Poe M. Carmona – Director II and Sophie O. Hernandez – Senior HR Specialist from Civil Service Commission (CSC) Field Office – Rizal, represented Director IV Karin Litz P. Zerna, in giving the awards.

“With this award, the DILG 4B (MIMAROPA) is at par with the International Standards. So ibig sabihin hindi lang po kayo pang lokal, pang international quality standard (na) when it comes to HR system”, said Director Carmona.

The PRIME-HRM is a program of the Civil Service Commission in support of the government’s commitment to provide efficient and effective public service delivery. The program aims to transform the agencies’ Human Resource Management System competencies and practices to a level of excellence that fosters good governance. This also serves as a guide among government agencies in transforming every government employee into a servant hero (Lingkod Bayani) through excellent HR processes.

ARD Maranan also conveyed his utmost gratitude to the Commission and to all its employees and staff for their hard work and dedication.

“We thank everyone, our friends, and partners for this recognition. Sa lahat ng naghirap para dito. In particular sa leg work ng HR na naka-focus dito. Thanks sa HRM team ng DILG MIMAROPA”, ARD Maranan added.

The recognition of the four pillars of the PRIME-HRM Maturity Level 2 further qualifies the Region for Bronze Award Accreditation and will entitle the Region’s HRM system to have:

  1. Authority to take final action on appointments;
  2. Announcement of bureaucracy-wide agency programs/projects that may be undertaken by the Commission through the Commission’s website;
  3. Availment of free installation and orientation of available computerized HR systems developed/owed by the Commission;
  4. 20% discount for the HRMO or agency representative for Civil Service Institute trainings/conferences;
  5. Exclusive membership to a Community of Learners who shall have access to digital learning resources and other developmental opportunities; and
  6. HRMO’s privilege of being nominated/recommended for a scholarship grant or Civil Service Commission’s Certificate program.

“The PRIME-HRM maturity level 2 is a dream for all HR practitioners. Actually not everyone is given a chance to qualify for this recognition at sobrang challenge iyong pinagdaanan natin since 2019. We’re happy at finally nakumpleto na iyong apat. Thanks to all the support of all the divisions”, said DILG MIMAROPA HRMO Myra D. Jimenez.

With this recognition, the Region eyes for the next levels awards in the field of Human Resource Management systems.
